Respondent demonstrated gross negligence. Respondent failed to conduct a Land Boundary Survey in accordance with Minimum Standards. Respondent failed to leave sufficient permanent monument, and the nature and location of monuments were not plainly down on the plat. In violation of A.R.S. §32- 128(C)(2), A.R.S. §32-128(C)(4) as it relates to A.A.C. R4-30- 301(13) and A.A.C. R4-30- 301(4). In violation of A.R.S. §9- 474(D).
