Board of Technical Registration Continuation News

Every agency 'sunsets' and is only continued after the agency goes through an audit (either a self audit or through the auditor general) and a bill is sponsored to continue the agency.  The Board of Technical Registration was last continued in 2016 for eight years.

The Board's continuation bill this legislative session is HB2253. The typical process for bills is to be heard in committee before being voted on the floor. HB2253 did that in the House, but the government committee in the senate did not agendize HB2253. Instead, the committee proposed continuing the Board, along with seven other agencies, in a striker bill, HB2632. The Striker language can be found here. 

As a reminder, pending new legislation that is passed, all current statutes remain unchanged.

Timeline:

January 16, 2024 - Audit Hearing House Commerce Committee. Recommendation: continue the agency eight years. Committee Chairman Wilmeth sponsored the Board's continuation bill HB2253.

January 17, 2024 - Audit Hearing Senate Government Committee. Recommendation: convert the occupational licenses under the Arizona State Board of Technical Registration to a less restrictive regulation pursuant to ARS 41-2954(F).

February 6, 2024 - HB2253 due passed in House Commerce Committee

February 26, 2024 - HB2253 due passed in House (46-10-3-0-1) and transmitted to the Senate

February 29, 2024 - The Senate Government Committee is assigned HB2253. The Committee did not agendize the bill.

March 21, 2024 - The Senate Government Committee agendizes HB2632, a striker bill, to continue eight agencies, including this board, for two years and to make changes to some of this Board's statutes. The striker amendment is due passed 4-3-1-0.

April 2, 2024 - HB2632 is read in the senate democratic caucus and republican caucus, but the bill is held in the republican caucus. 

April 10, 2024 - HB2632 is read in the senate republican caucus and was not held.
