Home Inspector Applicants

To the Public, Registrants and Applicants. Due to the coronavirus, it may take Board staff longer to process applications and renewals than normal, though still within our statutory guidelines. Thank you for your patience and understanding.  

Please find below information regarding becoming registered as a Home Inspector in the State of Arizona.

To complete the application, please:

 

  • Answer all questions, sign and date.
  • Include a signed check in the amount of $175.00 for the application fee. 
  • Include a copy of the applicant's clearance card, front and back.
  • Include a copy of your completion results from the National Home Inspector Examination. 
  • Include proof of completion of an approved training program showing a minimum of 84 hours of training in accordance with R4-30-247(5). 
  • Include your log of 30 parallel inspection (must have an affidavit signed by each parallel inspector to be included with your submitted parallel inspection log).
  • Include a Verification of experience form completed by a Certified Home Inspector.
  • Include an original home inspection report of one of the parallel inspections you have prepared that meet the standards set forth in R4-30-301(1) and accompanied by a Report Checklist Supplement. 
  • Complete, sign and date “Arizona Statement of Citizenship and Alien Status for State Public Benefits,” which is found within the Alarm Agent Application Packet, along with a copy of supporting evidence as listed on pages 3-5 of the document.
  • Include a copy of a government issued photographic identification, pursuant to A.R.S. § 41-1080. (See the included document within the Alarm Agent Application Packet, which lists acceptable forms of ID headed by "Attention" and dated 8/9/2017).

FINANCIAL ASSURANCE

If you have questions regarding financial assurance, please contact Andrew Puccino (Enforcement Assistant). 

Per ARS 32-122.02, 

B. Within sixty days after certification and before any fee-based home inspection is performed, a home inspector certified pursuant to this chapter shall file one of the following financial assurances pursuant to rules recommended by the home inspector rules and standards committee and adopted by the board:

1. Errors and omissions insurance for negligent acts committed in the course of a home inspection in an amount of two hundred thousand dollars in the aggregate and one hundred thousand dollars per occurrence.

2. A bond that is retroactive to the certification date in the amount of twenty-five thousand dollars or proof that minimum net assets have a value of at least twenty-five thousand dollars.

C. If a home inspector loses or otherwise fails to maintain a required financial assurance, the certification shall be automatically suspended and shall be reinstated if a financial assurance is obtained within ninety days. If a financial assurance is not obtained within ninety days, the certification shall be automatically revoked.

The Arizona Board of Technical Registration is accepting Applications for Universal Licensure. To be eligible, a Home Inspector Applicant must provide evidence to substantiate the following:

  • Applicant has established residency in Arizona and can provide the Board with at least two (2) of the following;
    • A valid Arizona driver’s license / ID Card -or- a current Arizona motor vehicle registration
    • Documentation demonstrating a permanent address in Arizona on pertinent records such as: utility bill, mortgage payment, lease payment
    • Military Form 2058
    • Arizona Voter Registration
  • Applicant is currently licensed or certified by a US state;
  • Applicant has been licensed or certified in the US State for at least one year;
  • Applicant met the minimum education, work experience, clinical supervision and exam requirements, if any, to be licensed or certified in the US State;
  • Applicant has not had a license or certificate revoked or voluntarily surrendered in any other state or country;
  • Applicant is not currently under investigation, allegation or has a pending complaint against them in any other state or country;
  • Applicant is currently in good standing in the US State;
  • Applicant does not have disqualifying criminal history pursuant to A.R.S. §41-1093.04.
  • Home Inspector Applicants will complete and submit a copy of their DPS Fingerprint Clearance Card to the Board.
  • Applicant will pay all applicable fees to the Board.

Additional Information

  • As of 8/27/2019, the following states do not license home inspectors and therefore applicants from these states must apply through the standard initial application process:

CA, CO, GA, HI, IA, ID, KS, ME, MI, MN, MO, MT, NE, NM, OH, RI, UT, WY

Additional Information

"Firm" means any individual or partnership, corporation or other type of association, including the association of a non-registrant and a registrant who offers to the public professional services regulated by the Board.  A.R.S. § 32-141 governs registration of firms offering professional services in any Board regulated profession or occupation in Arizona.  The statute requires that firms apply for registration annually, and that branch offices of firms also apply for registration.  Firms must identify a registrant, who is also a principal of the firm, in each category of services offered.  Branch offices must have a designated registrant, who does not have to be a principal, in charge of the professional services offered at that branch office.
 
Any firm currently offering services without a current annual firm and/or branch registration on file with the Board is in violation of Board statutes and rules and is subject to disciplinary action, which may result in cancellation of the firm's or branch's authority to offer professional services in Arizona.
 
All firm and branch office registrations expire one year from the date of issue and must be renewed annually, within thirty (30) days of the anniversary date of the original firm or branch registration.  An application fee of $50.00 must also be included with each application.  
 
You as the Principal Registrant will be REQUIRED to download the Firm Registration Packet, fill it out and send it to the Board with the Firm's $50 registration fee within 30 days of the Firm's expiration date.  Firms that do not send in new firm registrations may be subject to Board investigation for practicing in Arizona without being registered, in violation of A.R.S. § 32-141.
 
In addition, all firms shall notify the Board, using the Application/Statement for Annual Firm Registration, within thirty (30) days of any change in principals, designated registrants, services offered, and/or firm or branch name or address.  There is no fee required for changes to a current registration.
 
Registered firms can be found on this web site using the "Registered Firm and Branch Search" link.  If you do not see your firm listed there, be sure to contact the Board as soon as possible to arrange for registration.

Additional Information

A person shall file a registration application for each branch office that is located in the state of Arizona and that is part of a firm registered with the board. The branch office application shall list a designated registrant having full authority and responsible charge of the professional services of that branch office.  The designated registrant in a branch office need not be a principal of the firm. A.R.S  § 32-141

Will my criminal history prevent me from obtaining a license?

An individual can request that the Board determine whether their criminal history would prevent them from obtaining a license prior to applying or paying any fees.

The Board does not have a template for this request. Please submit your request in writing to the Board. 

Waiver of Initial Registration Fee

Per A.R.S. § 41-1080.01 "an agency shall waive any fee charged for an initial license for any individual applicant whose family income does not exceed two hundred percent of the federal poverty guidelines if the individual is applying for that specific license in this state for the first time."

Applicant Review and Challenge of Criminal History

If an applicant feels his/her criminal history record is inaccurate or incomplete, please refer to the appropriate contact below to begin the review and challenge process.

​For a copy of an Arizona criminal history record:

​The individual can contact Department of Public Safety Criminal History Records Unit at (602) 223-2222 to obtain a fingerprint card and a Review and Challenge Packet, or the individual can download information from the Criminal History Records Unit section of the DPS website. The Department of Public Safety provides the review and challenge packet pursuant to R13-1-08 of the Arizona Administrative Code.
This will check the Arizona criminal history only.

For a copy of an FBI criminal history record:

​U.S. Department of Justice Order rules and federal law allow the subject of an FBI record to request a copy of his/her own record. The individual may submit fingerprints, an Applicant Information Form, and payment directly to the FBI according to the procedures in Title 28 Code of Federal Regulations 16.30 - 16.34.

​An applicant, controlling person, alarm agent or home inspector will have no more than the 60-day substantive review period to challenge a criminal background check report. 

A.R.S. 41-1093.05

Pursuant to section 41-1093.01, Arizona Revised Statutes, an agency shall limit all occupational regulation to regulations that are demonstrated to be necessary to specifically fulfill a public health, safety or welfare concern. Pursuant to section s 41-1093.02 and 41-1093.03, Arizona Revised Statutes, you have the right to petition this agency to repeal or modify the occupational regulation or bring an action in court of general jurisdiction to challenge the occupational regulation and to ensure compliance with section 41-1093.01, Arizona Revised Statues.
