An administrative complete letter is an informational notice to the applicant that all necessary documentation for completion of an application for evaluation has been received by the licensing staff. Once an application has met the administrative completeness requirements, the application still needs to be evaluated to determine if it meets the requirements for licensure. See A.A.C.
